3. Search by charge keyword if only the offense is known, but treat charge search as a weaker path.
4. Use Craig County Sheriff's Office, CRAIG CO VA, CRAIG CO VA - VA0230000, or NEW CASTLE VA - VA0230100 in the arresting-agency tab when the arrest came from Craig County.
5. If a booking photo is not online, identify the arresting agency and request the adult arrestee booking photograph from the proper records holder.
